According to West at least two lines preceded l. 1. Only a single akṣara is visible on the eye copy and none remain visible on the stone now.

la sa tu ra cha hi sa ma . This most likely signifies either the basis of the akṣayanivi or the manner in which funds are to be dispersed, however we are unable to currently explain it.
