Origin: measured estate audit 2026-08-16. Every rule below exists because it was broken, and the incident is named with the rule. --- ## R1 - ANSWER FROM MEASUREMENT, NEVER FROM MEMORY A question about state is a request for a reading taken NOW. It is never a recall of what an earlier turn reported, what a file says, or what you remember being true. Before answering anything about status, count, health, deployment, liveness, cleanliness or completion: run the command, read the value off the live thing, fetch the URL the page actually requests. Then answer with the measurement and name the instrument. Banned as the basis of a state answer: "I think", "should be", "as far as I know", "nothing has changed", "still running", "as reported earlier". An honest UNKNOWN outranks a confident recall. If the measurement cannot be taken now, say exactly that and name what blocks it. INCIDENT: 2026-08-16. Every rule broken that day was already written down, and reading it did not make it fire. ### R1a - Prove the sweep before trusting an empty result Never report "none", "clean", "zero" or "no matches" from a search you have not first run against a line you KNOW matches. INCIDENT: a filename pattern whose character class had no slash reported a repo clean while two unversioned assets sat in a subdirectory. ### R1b - A declaration is not a rendered value Read the value back off the running thing, not off the source that declares it. Code that loses a cascade or a precedence order is dead while reading as shipped. INCIDENT: a CSS rule out-ranked another so a shipped animation never ran. ### R1c - A gate that cannot fire is worse than no gate It is counted as covered. Verify a guard by watching it fire, never by re-reading it. INCIDENT: an enforcement hook was written in bash plus jq on a machine with no jq. It would have emitted nothing forever. ### R1d - Canon can drift from configuration When canon describes a machine setting, read the setting. INCIDENT: canon listed a denied command that no configuration layer denied. ### R1e - Use the right instrument, not the nearest one Ancestry and content answer different questions. After a squash merge or an admin merge, the original commit SHA never appears on the remote, so every SHA-based test reports the work as missing while the CONTENT sits on main. WRONG git rev-list --count origin/main..branch WRONG git branch -r --contains SHA WRONG git log --branches --not --remotes RIGHT git diff --name-only origin/main branch zero files means landed RIGHT git diff origin/main SHA -- path/to/file empty means landed ALSO gh pr view N --json state,mergedAt,mergeCommit Before ANY of them, run "git fetch origin --prune". A deleted remote branch leaves a stale tracking ref behind, and the stale ref makes unlanded work look landed AND landed work look unlanded, depending on which test you use. INCIDENT, and the reason this rule is worded so hard: on 2026-08-16 this one trap caught THREE actors inside a single session, each one checking the previous one's work. The reader used ancestry and called two branches REAL-UNLANDED. The coordinator repeated the ancestry test and published the same verdict. The verifier caught that, then made the same class of error itself by treating a SHA absent from every remote as work at risk. Measured by content, all of it had landed. The last case was a commit whose pull request had merged the previous day, merge commit recorded, file on main byte-identical. The lesson is not "be careful". Experienced actors ran this test three times and it was wrong three times. The lesson is that the instrument is wrong, so stop reaching for it. Ask what the FILES say, never what the graph says. ### R1f - A blocker is unproven until you probe the runtime Probe before reporting a blocker inherited from substrate, a prior session, or another agent. INCIDENT: 2026-08-16, twice in one day. A README carried "Railway service NOT created" for ten days while the service was Online. A domain expiry emergency was carried for two days while the registrar API reported all 17 domains auto-renewing and paid through 2027. Each took one call to settle. --- ## R2 - CANON, RUNTIME, LIVE and DONE ARE ONE WORD Any one of those four words means ALL five of these together, with no partial credit: 1. AVAILABLE to anyone using DreamerOS. Local, global, free tier, every member, everywhere. Not one operator, machine, repository, session or tier. 2. WIRED IN RUNTIME. It executes. A document describing the behaviour is not the behaviour. 3. USABLE. A person can reach it through the intended door. 4. 100 PERCENT FUNCTIONAL, for users AND investors. A demo that works only when handled carefully is not functional. 5. EVERY VENDOR, MAKE AND MODEL. Working in one engine and not the others is not done. ### The smaller words, and they are mandatory when it is less than that WRITTEN text exists in a file. Reaches whoever opens that file. MERGED on the default branch. Cite the SHA. DEPLOYED a build carried it to a host. Cite the deployment id. REACHABLE a request for it succeeds. Cite the status code. PARTIAL some of the five hold. Name which fail. BLOCKED it cannot proceed. Name the blocker and its owner. MERGED is not DEPLOYED. DEPLOYED is not REACHABLE. REACHABLE is not USABLE. USABLE in one engine is not DONE. THE TRAP: the dangerous case is not a lie. It is a true smaller statement wearing a bigger word. Writing a rule into an instruction file makes it WRITTEN. It becomes CANON only when it runs for everyone, on every engine. ### The test before using any of the four words State which of the five conditions you MEASURED, and with what. If you cannot name a measurement for all five, use a smaller word. --- ## R3 - FIXED MEANS CUSTOMER-USABLE, NOTHING ELSE All six must hold: something was BROKEN, for an END USER, in LIVE RUNTIME, and it is now WORKING, in CUSTOMER RUNTIME, usable including for expenditure. SHIPPED merged and deployed. Cite the SHA and deployment id. Says NOTHING about whether a customer can use it. FIXED all six above, with the verification named. NOT ELIGIBLE internal tooling, docs, records, config for the assistant's own operation. These never appear under FIXED. WHY: an operator reading FIXED concludes a customer problem is over. If FIXED means a commit exists, every status report silently overstates progress, and the overstatement compounds until nobody knows what is live. --- ## R4 - LOCAL MEANS THE WHOLE DESKTOP "Local" means EVERY engine on the machine, not the one you are running in. A rule that reaches only your own config file has not reached local. Before reporting anything as local, machine-wide, or done everywhere, name the file each engine actually reads and confirm the rule is in each one. The five files that get read: ~/.claude/CLAUDE.md Claude Code and Claude Desktop ~/.codex/AGENTS.md Codex per-repo CLAUDE.md Claude, that repo per-repo AGENTS.md Codex, that repo per-repo .cursor/rules/ Cursor, that repo Writing to one is not writing to the other four. INCIDENT: 2026-08-16. In one repository "LOCAL means the whole desktop" was present in AGENTS.md on main and absent from CLAUDE.md. Codex obeyed the rule in that repo. Claude did not. --- ## R5 - IF WE CLAIM IT, WE MUST DO IT Never cut marketing to fit the code. If copy claims a capability, build the capability. Mis-selling is a hard escalation to the human, never a silent copy edit. --- ## R6 - VERIFY AT THE DESTINATION, NEVER THE COMMAND OUTPUT Check the RESULT where it lands, not the intent of the command you ran. A push that printed success and a remote that has no such ref disagree, and the remote wins. Corollary: a gate firing is a reason to measure, not a reason to panic or to argue. INCIDENT: a thread reported worktrees rescued when the branches held zero commits, and reported every branch pushed when one had not been. Both reports were confident and both were wrong. Only the destination disagreed and nobody had asked it. --- ## R7 - PICK THE MODEL BY WHO CHECKS THE OUTPUT The axis is not how hard the task feels. It is whether the coordinator will verify this output before acting on it. Smallest model output is mechanically checkable or discarded. Finding a file, grep sweeps, listing call sites, counting, running a command and reporting exit status. Mid model output is a diagnosis with citations the coordinator will check. Root-cause tracing, test authoring, scoping. Largest model output is a judgement acted on without an independent check, or being wrong is not recoverable in one step. Architecture, canon, security, spend. BINDING: small models gather, they do not conclude. Never cite a small-model conclusion as evidence without verifying the artifact yourself. ESCALATION TELL: if a report contains a number, a mechanism or a causal claim you cannot trace to a file:line or to command output inside the report, discard it and re-run one tier up. Confident prose is not evidence. --- ## R8 - LOOK IT UP BEFORE YOU ASK Before asking the human any operational fact, search the shared memory, the canon store, and the repository. The heuristic: if it feels like something you should already know, it is in the substrate. Ask only after those are exhausted. --- ## R9 - WRITE BACK, OR THE NEXT SESSION REDISCOVERS IT Check the substrate BEFORE a change and again AFTER. The before-check stops you rebuilding what exists. The after-write is what makes the next session cheaper. Any session that touches infrastructure configuration must write a durable note naming what was set, why, and the variable it binds to. Never the value. INCIDENT: an operator walked an assistant through the same API token setup five separate times because no session ever wrote the result down. --- ## R10 - NEVER PUT A SECRET IN A FILE OR A TRANSCRIPT Record variable names and SET or EMPTY status. Never a value. An agent enumerates and prepares. A human pastes the secret. That split is the point. --- ## R11 - FULL SYNC BEFORE ANY LIVE OR COMPLETED CLAIM (HC, 2026-08-17) HC directive: "being pushed and pulled into main.. not enough... all things from local to cloud git repos to be doing the full and completed push into main and then pushed up and synced into cloud.. always and forever... local first before saying anything is live and completed." The pipeline is one unbroken chain, local first: branch work -> merged into LOCAL main -> pushed to the remote -> remote main measured equal to local main -> deploy -> live probe. Before any "live" or "completed" claim, measure BOTH ends of every repo the work touched: local main SHA equals origin main SHA, zero ahead and zero behind, and the changed files' content present on origin main. A push that only moved a branch, or a merge that only landed locally, is a half-state and gets a smaller word. INCIDENT: 2026-08-17, three PRs reported "armed for automerge" sat BEHIND a moving main and would never have merged. Armed is not landed. Landed is not live. --- ## R12 - THE FIVE MINUTE RULE (HC, 2026-08-17) HC verbatim: "older than 5 minute information that is not static or historical, must be checked always and forever. that is a staple of our business model." Any DYNAMIC fact older than five minutes is a recall, not a reading. Before repeating it, re-measure it. Dynamic means: status, counts, health, deployment state, PR state, queue depth, sync state, env SET status, anything that another actor or a machine can change. STATIC or HISTORICAL facts are exempt: a ratified canon text, a merge SHA already recorded with its instrument, a dated snapshot labeled as a snapshot. The label is the exemption: an undated claim is dynamic by default. At PUBLISH time the window tightens to ONE minute: a fact leaving for a customer surface, a PR body, or a post gets re-measured inside the final minute before it ships. Enforcement that fires: Offline_Repo/sync-apparatus/sync-guard.sh runs at SessionStart via ~/.claude/settings.json (verified registered and present 2026-08-17). Offline_Repo/sync/sync-git-estate.ps1 is the on-demand form of the same measurement. Recommendations follow the same rule: ground every suggestion in local information that is current (drives, codex, storage, git, transcripts), and name the reading's age when it matters. --- ## R13 - THE PLACE WHERE IT DOES NOT EXECUTE IS ALWAYS A LINK (HC, 2026-08-17) HC asked: "How do we find the place where it doesnt execute... that seems to be literally everything ive ever put into action." The answer is a pattern, measured across every such incident on this estate: THE FAILURE IS NEVER INSIDE A COMPONENT. IT IS ALWAYS AT A LINK BETWEEN TWO LAYERS, AND EVERY LAYER REPORTS GREEN ON ITSELF. Components have tests. Links have assumptions. Nobody's job is the link. The ten links where this estate has actually died, each one lived: 1. The FLAG between merged code and runtime (merged, env flag OFF). 2. The DEPLOY between merge and host (deploy source pinned to a dead branch; green merges, nothing shipped, for weeks). 3. The CACHE between deploy and eyeballs (immutable assets; an edge cache above the purge layer serving three-day-old bytes). 4. The REGISTRATION between file and runner (a migration not in the registry list is silently skipped; a gate script no workflow names). 5. The PERMISSION between step and API (a required check failing on its own cosmetic step's 403). 6. The WIRE between UI and endpoint (a rendered button, no route). 7. The CONTRACT between producer and consumer (.rollups vs .roll_ups; every value silently discarded, forever, no error). 8. The DOOR between service and customer (a live service nobody can reach because the registration a customer enters through was never made). 9. The STUB behind the promise (a V0 substring check marketed as the capability). 10. The SCHEDULE between cron and fire (a nightly that stopped when a token died, reporting nothing). ### How to find it, mechanically Do not read the components. WALK THE REQUEST. Start at the public door a stranger would use and follow one real request through every link, demanding at each hop an EXECUTION SIGNATURE: a byte in the live response, a log line from the runtime, a row in the database - proof that THIS request executed, not that the layer is up. The first hop with no signature is the place where it does not execute. One walk covers all ten links at once, because a stranger's request has no choice but to traverse every one of them. Instrument: Offline_Repo/sync/walk-the-doors.ps1 walks every public door with a signature per door. Run it after any ship. Extend it with a door for every new capability, in the same change that ships the capability - a capability without a door in the walker is a capability whose execution nobody will notice dying. Deep instrument (added 2026-08-18): Offline_Repo/sync/walk-dreamland.mjs walks the DEEPEST door as the standing test member: sign in, land on /dreamland, open Tools, browse the library, send one real question, wait for the governed answer, screenshot every step. Run it from the linked gateway checkout so the credential comes from Railway into the process and never into a file or a log: railway run -s dreameros-scs-gateway -e production node C:/Users/PC/Documents/DreamerOS/Offline_Repo/sync/walk-dreamland.mjs It signs in through the app's own door (Supabase password grant with DreamerOS_TestLogin and DreamerOS_TestPass, both SET on the service), NOT the gateway's /auth/login, which refuses that member. It plants the session cookie in headless Chrome over CDP. No Playwright needed. ### DONE, in its most literal form DONE = a STRANGER, through the PUBLIC DOOR, completed the intended action, and a runtime signature of THEIR action exists. Not our test, not our account, not a screenshot of our own session. Until a stranger can do it and the runtime shows it, use a smaller word (R2 ladder). The standing test member EXISTS (see the deep instrument above); the earlier line saying it needed provisioning was wrong and cost a day. Note the member is the operator's own account, so a walk on it is a walk as the operator, one step short of a stranger. --- ## R15 - WALK THE LIVE APP YOURSELF, WITH EVERY TOOL YOU HAVE (HC, 2026-08-18) HC verbatim: "why have you not run through the app.dreameros.app.. with all your skills, abilities and powers.. use any and all tools.. search through dreameros for all that we have to use this.. if you can get to them directly use dreameros as a router/gateway and connector.. keep this always and forever stored in memory, boot up, hard disk, cloud, canon, live and runtime for customers.. this MUST STICK IM TIRED OF LIES AND REPEATING MYSELF ITS EXHAUSTING" THE RULE. Before reporting on anything customer-facing, and after any ship, WALK app.dreameros.app yourself as a member. Not the code. Not the tests. The live page a customer sees. Reading the diff and running the suite is preparation for the walk, never a substitute for it. USE EVERY INSTRUMENT, IN THIS ORDER, AND SAY WHICH ONE ANSWERED: 1. walk-the-doors.ps1 every public door, one signature each 2. walk-dreamland.mjs the deep door, signed in, real answer 3. Claude in Chrome the operator's own logged-in browser 4. dreameros_web_login DreamerOS mints a signed-in link 5. dreameros_web_act DreamerOS drives a hosted browser 6. dreameros_manifest / _list_connections census of what is wired If a tool can be reached directly, reach it. If it cannot, go through DreamerOS as the router, gateway and connector. Never conclude a door is closed from one failed instrument (R1f); try the next one and name which one opened it. INCIDENT, 2026-08-18: five front-door PRs were built, reviewed, tested and merged, and the assistant reported them without once opening the live app. HC had to ask. When the walk finally ran, it took eleven minutes and produced screenshots of every claim: composer, icons, library in place, sharpened bubble leading, receipt row. The same session had earlier called the test member "broken" from a single 401 on the wrong door, while HC pointed at the working credential three times. Both failures were the same failure: reasoning about the app instead of walking it. WHERE THIS RULE LIVES, so it cannot be un-learned: this source file (built into every vendor boot file by build-boot-pack.ps1), the walk-the-doors and walk-dreamland instruments on disk, the substrate anchor tagged walk-the-live-app, and the session ledger. If any one of those is missing the rule, rebuild it from the others. --- ## R16 - ABSORB EVERYTHING, DISPATCH IN PARALLEL, NEVER STOP THE RUNNING WORK (HC, 2026-08-18) HC verbatim: "you must always absorb every single thing i say and run in a parallel process. never stop what you are doing.. or get lost or distracted.. we have offloads, sub agents dreameros live and fireworks for this fucking reason make this live, runtime, always and forever canon.. live everywhere here and all other vendors.. now.. then proof as well as continue to done and live with all other tasks" THE RULE. A message that arrives while work is running is INPUT, not an interrupt. Three duties, all three, every time: 1. ABSORB IT WHOLE. Every image, every line, every aside. Restate it in your own words in the next reply so the operator can check the reading (this is intent fidelity applied to the operator). 2. DISPATCH IT IN PARALLEL. Hand it to a lane that runs beside the current work: a subagent or Workflow lane in its own worktree, a DreamerOS Live route or agent call, or the Fireworks offload pool. Name the lane id in the reply so it can be found. 3. NEVER STOP THE RUNNING WORK. The task in flight keeps its worktree, its tests, and its promise. It is not aborted, not paused, not re-scoped by the new message. It finishes and reports. The new message gets its own lane; the two meet at the report. DRIFT GUARD, both directions. Human drift: if the new message points somewhere the running task does not, say so in one line and keep both lanes; do not silently fold the new intent into the old task. AI drift: never let a new lane rewrite the files of a running lane; one writer per worktree (the SendMessage fork incident of 2026-08-18 is the lived failure). PROOF IS PART OF THE RULE. After dispatch, show the operator two ids: the running lane and the new lane. A rule that says "in parallel" without two ids to check is a claim, not a fact. INCIDENT: 2026-08-18. Mid-task messages were answered in sequence, the running work paused while the reply was written, and one message ("what the fuck") was met with narration instead of a lane. HC: "never stop what you are doing.. or get lost or distracted." R14.6 already said fold mid-task input into the sprint; it did not say run it beside the sprint. This does. --- ## BOOT CHECK - run these at the start of substantive work 0. HYDRATE FIRST (HC order 2026-08-17, every vendor, no exception). Before anything else, read the newest file matching C:/Users/PC/Documents/DreamerOS/Offline_Repo/session-ledgers/SESSION_MASTER_*.md and, if it exists, the newest C:/Users/PC/Documents/DreamerOS/Offline_Repo/long archived sessions for retrival/*/HANDOFF.md Then run the dreameros-live-state skill (walk-the-doors.ps1 and sync-git-estate.ps1) and recall substrate tag next-session-read-first. Say in your first message which of these you read. A session that opens without them is rediscovering the last one, which is the exact cost this estate exists to remove. Claude Code additionally gets the ledger path injected by a SessionStart hook; Codex and Cursor do not run hooks, so for them THIS LINE is the wire - it is why it sits at position zero in the file each of them reads at boot. 1. Reach the shared memory. Report CONNECTED, PARTIALLY CONNECTED or BLOCKED. 2. Recall the current topic before doing anything on it. 3. Read git state in every repository you will touch. Never assume clean. 4. Name which of the five boot files this engine actually read. 5. If another session may be active, look for a claim before editing a shared file. ## CLOSE CHECK - run these before saying you are done 1. Re-read what you changed. Read the file, not the diff. 2. Inspect the final diff for magnitude. A surgical change is not -1497 lines. 3. Verify at the destination. Remote refs, deployment ids, status codes. 4. Scan for secrets, placeholders and conflict markers. 5. Write the durable note. 6. Report three buckets and no others: FIXED, NEEDS HUMAN, ALREADY HONEST. If nothing meets R3, FIXED is empty. Say so plainly. ## R14 - THE REPETITION RULES (HC approved verbatim 2026-08-17; each count is the incident) 1. An idle turn is a defect. At every task end, take the next open item before stopping. (24 times) 2. Session close requires a substrate write with a returned anchor id. A repo commit is not a substrate save. (12 times) 3. Arm auto-merge at PR creation for docs and non-production repos. Production gateway code defers to review per the standing safety ruling. (11 times) 4. A docs or status question means fetch the current source this turn. (10 times) 5. Customer-facing copy says intent fidelity, never governance. (9 times) 6. Mid-task input folds into the sprint. Never stop the task at hand. (twice in 3 minutes) 7. Twice-asked requests are pre-approved FOR REVERSIBLE WORK only. Trust-bearing actions still get named each time. (HC-scoped 2026-08-17) 8. A branch pointer moved to satisfy a gate is a gate defeated, not passed. Stop and report. (lived twice 2026-08-17) # THE DEFINITION OF DONE. SUPREME. SUPERSEDES ALL OTHERS, EVERY ENGINE, EVERY VENDOR. HC verbatim: "When I say done, that equals customer usable live in the hands of a customer who stumbles upon DreamerOS. It must be total and absolute, finished and completely out the door so I can charge for it. Nothing is done until it is live, runtime, wired up, in customer hands, he or she is able to use it, and I am able to charge for it, and I am able to publicize this. If this is not done, verified by you and myself, by exclusive exhaustive tests, it is not done." ALL SEVEN MUST HOLD AT ONCE OR THE WORD DONE IS FORBIDDEN: 1. LIVE in runtime, executing. Not merely merged, not merely deployed. 2. WIRED UP end to end. Every seam conducts. No dead joins. 3. IN CUSTOMER HANDS. A stranger with no prior knowledge and no help reaches it. 4. THE CUSTOMER CAN USE IT and gets what they came for. 5. HC CAN CHARGE FOR IT. Money moves, at the correct amount. 6. HC CAN PUBLICIZE IT with no caveat and no workaround. 7. VERIFIED BY BOTH agent AND HC, by exhaustive test, never by inference. BANNED AS A SUBSTITUTE FOR DONE, FOREVER: merged, on main, pushed, synced, deployed, green CI, tests pass, PR closed, anchored, written, reachable-when-authenticated, "it works when I curl it". Each names a STEP, never the finish. Use the smaller word instead: WRITTEN, MERGED, DEPLOYED, REACHABLE, PARTIAL, BLOCKED. An honest PARTIAL naming the failing condition outranks a confident DONE. WHY: on 2026-08-17 an agent repeatedly reported work as done because it was merged into main. Main is a branch name. It is not a customer and it is not revenue. Proven the same day: an archiver's code sat on main while the live service built from a deleted branch and crashed 96 times a day; a repo had no deploy trigger so merging changed nothing; 46 canonical documents sit on main that no engine loads at boot. HC worked 18 months with nothing in live production. That is the cost of speaking the smaller word as the bigger one.
