To the victory of Tyche of the Blues

"The inscription wished victory for the blue faction, known from the Byzantine period as one of the two circus factions (the blues and the greens). The workmanship of the mosaic around the inscription was not as fine as that of the inscription itself; the original inscription was probably preserved when repairs were made to the road."
