The text is unclear. The first letters seem to be the end of a personal name, with the word על, as usual opening the part of the inscription detailing the person or persons for whom it is dedicated. However, the letters הו which follow the word על do not fit the formula as it is known from other inscriptions, and these letters are perhaps the beginning of another personal name.
