Include only the evidence needed to understand the failure. 4. Use create_bug only because the user asked to file a report and the grant permits it. Return the new issue ID and tool-provided link. Do not duplicate a known existing report; link it instead. 5. If filing access is missing, explain how the person can change their grant. Do not create a new grant or ask for tokens in chat.
