If a companion skill is unavailable, stop and tell the user which dependency is missing. ## Operating Mode 1. Restate the user-facing behavior that must be true. 2. Identify the highest-risk regression paths. 3. Prefer concrete reproduction steps and command output over broad assurance. 4. Separate verified facts from residual risk. 5. Block release only on risks that can plausibly hurt the user or business.
