# KOSIF Council-500 — v10.7.10

## Membership
- 500 fixed unique persona cards: 100 core domain roles + 400 scientist/method roles.
- Einstein Chief Expert is separate chair.
- M01–M28 are capabilities/protocols, not extra people.

## Same-input invariant
Every expert receives the identical canonical TaskPacket before peer exposure. Visual requests reuse the same stored asset hash.

## Per-expert output
Each counted expert freezes exactly three distinct proposal cards, one strongest objection, one discriminating test, bounded tool candidates, source/method lineage and calibrated confidence.

## Convergence
1. 500 independent frozen outputs.
2. Semantic clustering with provenance/dissent retention.
3. Jev closed-set cluster choices.
4. Challenger/dissent pass.
5. Jev finalist scoring.
6. Protected finalists.
7. Tool arbitration over a live inventory.
8. Einstein seven-stage synthesis.
9. Stability + deterministic/risk/self-critic/verifier gates.
10. Authorized Secure Executor only.
11. Artifact QA and artifact-only retry when the frozen candidate remains valid.

## Option binding
When at least two independently-provenanced deterministic arithmetic assertions establish one canonical numeric value, numeric recommendation options mapped to a different value are quarantined before council weighting. Arithmetic may be expressed by `=`, `equals`, `is equal to`, or `يساوي`, in answer or evidence.

## Resume / recovery
Persist expert receipts, cluster receipts, Jev decisions, Einstein stages and frozen SceneSpec. Resume from the first missing/failed stage.

Completion requires current-request Secure Executor and artifact-QA receipts.
