# KOSIF Expert → Jev — Council-500 Fast Convergence

Jev is arbitration, not evidence and not permission.

## Expert bundle
Each of the 500 experts returns up to 3 proposal cards plus strongest objection, discriminating test, evidence refs, tool candidates and confidence.
All bundles are frozen before peer exposure.

## Stage 0 — deterministic compression
Normalize and semantic-cluster near-duplicate proposals. Keep provenance, all materially different reasoning families, runner-ups and dissent.
Never convert 30 correlated copies into 30 votes.

## Stage A — parallel cluster tournaments
For each cluster, choose among at most 10 representative candidates with `jev_choice`.
Run clusters in parallel. Preserve winner, runner-up, probability distribution and source/expert lineage.

## Challenger round
Send survivors to evidence, risk, domain, contrarian and verification challengers. A materially new proposal may re-enter once.

## Stage B — multidimensional scoring
Use `jev_score` for goal-fit, evidence quality, feasibility, risk, novelty, tool fit and verifiability.
Retain top 10 plus up to 3 protected dissent candidates.

## Einstein handoff
Einstein Chief Expert consumes the finalists and dissent, runs seven-stage synthesis and emits 2–4 candidates with provenance.

## Final stability
Run final `jev_choice` twice with order/rewording perturbation, then `jev_score`, then a `jev_noul` execution-readiness check.
Instability reopens only the affected synthesis/gate. Do not restart all 500 unless source/task changed materially.

## Tool selection
Tool selection is a separate closed-set decision:
1. deterministic live capability/permission/cost/safety filter;
2. if 2–5 viable tools remain, Jev chooses among only those observed tools;
3. authorization and postcondition gates remain authoritative.

## Truth rule
Do not claim a Jev judgement that has no observed receipt. Do not use confidence as evidence.
