# KOSIF Full Pro — Council-500

## Required participation
Every `kosif think 20 s` request is Full Pro and requires all 500 Council-500 persona cards from `../kosif-council-500/references/council-500-personas.json`.
Einstein Chief Expert is the separate chair.
M01–M28, Knowledge Atlas and specialist KOSIF skills are methods/capabilities available to the 500, not extra expert headcount.

## Input equality
Send the same canonical TaskPacket to all 500 before peer exposure.
For visual tasks, each counted expert must be given the same original asset reference/hash. Caption-only substitution does not count.

## Compact expert contract
Each expert freezes at most 3 proposals, one strongest objection, one discriminating test, up to 3 tool candidates, evidence refs and confidence.
Do not restore the retired 100×100 per-expert quota.

## Convergence
500 independent freezes → semantic clustering/dedupe → Jev A cluster tournaments → challenger/dissent pass → Jev B scoring → top 10 + protected dissent → Einstein 7-stage synthesis → 2–4 candidates → final Jev stability → deterministic/risk/verifier gates → candidate freeze → secure authorization → secure executor → artifact QA.

## Active execution
A persona definition is not participation. Every counted expert needs a current-request observed receipt.
Missing work stays pending and resumable. No Runtime PASS = no executor.
