Only human acceptance of the exact candidate revision promotes it. ## Rules this fleet has settled **Cite only what changes what a reader does.** Keep a pin that bounds a claim (file, revision, lines). Provenance — who checked, when, what they read — goes in the review that established the fact. A date is a fact when it bounds reliance, provenance when it only records a check. **1. Description = scope-bearing routing metadata**: capability or user goal, invocation conditions, meaningful exclusions. Before editing instructions, locate the first boundary that diverges: strict schema for machine-consumed shape, code or a tool gate for fixed branches and effects, the harness for context selection. **3. A new roster role needs a distinct tool posture, durable domain lane, or routing split the current agents cannot own; record the justification in its file and an ADR if it reshapes the roster. A new skill: first read the descriptions (not bodies) of `skills/*/SKILL.md`. If one owns the capability, extend it with a reference. Otherwise the new description needs a trigger no existing description claims, reciprocal "Not for" lines on both sides, and the listing-size delta stated in the PR. **4. A second user graduates it into the canonical plugin by PR, with generated adapters and the smallest test or eval that fails without the new contract. CONTRIBUTING is policy; this skill is method. A personal copy still reaches the user's credentials, tools, files, and network, and competes for routing with the plugin skill. ## Handoffs - Independent review of an artifact, supplied evaluation evidence, or security finding → the typed `reviewer` agent, with the exact artifact, success criteria, evidence, source trust, and unresolved labels. - Approved implementation or generator change → the typed `software-engineer` agent, with the required behavior, relevant fixtures, and minimal required scope. - Any authority-changing, production-facing, destructive, or external action → the human release owner, with existing approval evidence naming the exact target, action, and rollback.
