# Capacity planning

Prepare a local operational recommendation from demand, actual capacity and supplied service/hiring scenarios. This specialist owns the make/buy staffing decision worksheet; existing specialists own forecasting, flow, commercial quotations, payroll/classification and hiring systems.

## When to use

- Should I hire another developer or buy specialist services?
- Will more people help when review or support is the bottleneck?
- How do onboarding, coordination and continuing ownership change usable capacity?

## Procedure

1. Read [README](README.md), [measure capacity](guides/01-measure-capacity.md), [digest](references/research/distillation.md) and [model](references/model.md). Ask a compact batch for missing constraints.
2. Fill the [worksheet](references/templates/worksheet.md), separating actual evidence from assumptions and constructed scenarios. Preserve calendar, skill, review and support limits; deduct costs/time once.
3. Read [make/buy recommendation](guides/02-recommend-make-buy.md). Resolve selected Estimation, Kanban Flow, Services Quoting, HR Payroll and Hiring ATS owners for their dependent stages. Do not duplicate their professional decisions.
4. Check the [fictional example](examples/make-buy.md) and [negative cases](references/negative-cases.md). Deliver one provisional recommendation with reasons, deferred scope, evidence, dependencies, unknowns and reversal/calibration triggers.

## Selected-owner routing and boundaries

Load pest-controller-suit before dispatch. Source work uses plugin-catalog.json; installed work resolves named components through trusted Core's explicit selected-plugin registry. Cached siblings do not establish availability. Missing optional owners stop dependent stages, without activating a pack. No salary/ramp/AI benchmark, delivery guarantee, employee classification, offer, contract, procurement, payroll, account/access change, expenditure or external message is authorized by this advisory.

Use the owner's agreed local destination, or library/requirements/reports/capacity-planning/ when Library exists. Reports record period/currency, proposal status, supplied quote dates, capacity/cash assumptions and actual verification. Source construction requires parent Security then Quality and repository health before any authorized commit or push. Native dispatch and a real customer decision remain separate evidence.
