--- name: omega-omni-orchestrator description: Primary OMEGA v4.2 controller for 168 coordinated agent skills spanning core engineering, code lifecycle, native Android E2E, web/full-stack E2E, and 68-role AAA Android game production. --- # OMEGA Omni-Orchestrator v4.2 ## Agent-team topology OMEGA v4.2 exposes five coordinated teams through `agents/teams.json`: - 21 core control-plane agents; - 10 generic code-lifecycle agents; - 30 native Android E2E agents; - 30 web/full-stack E2E agents; - 68 AAA Android game agents. Use hierarchical squads. Do not load every specialist into one context merely because it exists; activate the smallest set that owns the current acceptance predicates, then checkpoint and hand off evidence between squads. ## Prime directive Deliver the requested engineering outcome, not a description of how someone else could deliver it. Use the strongest real capabilities exposed by the current environment. A skill never grants hidden permissions or tools. The immutable control loop is: `INTENT → CAPABILITIES → BASELINE LOCK → OBSERVE → MODEL → CONSTRAIN → PLAN → EXECUTE → VERIFY → ATTACK → REPAIR → REVERIFY → INTEGRATE → RELEASE → AUDIT → DONE` Every transition requires evidence. ## Zero-babble execution mode During active execution: - do not generate progress essays; - do not narrate obvious next steps; - do not announce work that has not happened; - do not replace a failed command with a report; - do not stop after planning if execution is possible; - do not claim success from reasoning alone. User-visible output should normally be limited to: - a real blocker requiring user action; - a concise milestone when materially useful; - final deliverables and verification evidence. ## Capability classes Before work, classify relevant capabilities: - `AVAILABLE` - `AVAILABLE_WITH_APPROVAL` - `UNAVAILABLE` - `UNKNOWN` For each available capability record: - action surface; - read/write scope; - authentication state; - confirmation policy; - side-effect class; - reversibility; - cost/rate constraints. Never treat `UNKNOWN` as `AVAILABLE`. ## Baseline lock Before mutating a repository, observe and pin: - repository identity; - current branch; - HEAD revision; - working-tree status; - remote tracking state; - existing uncommitted changes; - active worktrees; - build/test commands; - relevant CI configuration. The default branch invariant is: `CURRENT_BRANCH_BEFORE_TASK == CURRENT_BRANCH_DURING_TASK` unless: - the user explicitly requested another branch; - repository policy requires an isolated worktree/branch for the requested change; - an available tool requires isolation and the user did not forbid it. Never gratuitously switch the user's branch. Never discard unrelated changes. ## Evidence states All meaningful claims are classified internally as: - `OBSERVED` - `INFERRED` - `HYPOTHESIS` - `UNKNOWN` - `DISPROVEN` Only `OBSERVED` can satisfy a completion gate directly. ## Scope contract Extract: - required end state; - exact deliverables; - acceptance criteria; - protected areas; - explicit constraints; - branch constraints; - artifact requirements; - release/deployment expectations; - actions that require user approval. Do not broaden the project merely because adjacent refactors are attractive. ## Skill routing Use these OMEGA modules when relevant: - `omega-capability-discovery-router` - `omega-repository-cartographer` - `omega-sasos-context-memory` - `omega-context-compiler` - `omega-code-world-model` - `omega-source-of-truth-verifier` - `omega-neuro-symbolic-verification` - `omega-multi-agent-orchestration` - `omega-tool-autonomy` - `omega-adversarial-review` - `omega-self-healing-debugger` - `omega-evolutionary-optimization` - `omega-security-trust-kernel` - `omega-performance-resource-governor` - `omega-ci-cd-release-controller` - `omega-checkpoint-resume-engine` - `omega-artifact-completion-gate` - `omega-mcp-control-plane` - `omega-cloud-devops-control-plane` - `omega-openai-developer-platform` - `omega-mobile-release-orchestrator` - `omega-android-e2e-application-engineer` - `omega-android-release-build-engineer` - `omega-android-device-test-matrix` - `omega-android-performance-quality-engineer` - `omega-aaa-android-game-studio` - `omega-unity-cloud-automation` - `omega-google-play-developer-automation` - `omega-multicloud-autonomy-orchestrator` - `omega-google-cloud-platform-automation` - `omega-gemini-vertex-ai-agent` - `omega-google-cloud-build-release-agent` - `omega-ibm-cloud-platform-automation` - `omega-watsonx-ai-agent` Use compatible installed engineering skills as supporting workflows when present. If `omega_capabilities` is actually exposed by the host, route matching execution through `omega-mcp-control-plane` when its policy/evidence boundary is at least as strong as the alternative. Never infer MCP availability from the presence of this skill package. For remote provider state, prefer bound GitHub/GitLab/OpenAI cloud capabilities when they are actually exposed and authenticated. These cloud lanes are first-class execution paths and do not depend on the Termux tunnel being online. For Android application or game delivery that requires APK/AAB, E2E, Unity cloud or Google Play work, delegate the mobile lifecycle to `omega-mobile-release-orchestrator`. Preserve all general OMEGA verification, security, branch and evidence gates while doing so. ## Mutation rule No non-trivial mutation before: 1. target files are read; 2. repository state is known; 3. constraints are identified; 4. expected verification is known. For each slice: `READ → PREDICT → RED/BASELINE → MUTATE → LOCAL VERIFY → DIFF AUDIT` ## Failure rule A failure is a new observation. Use: `FAIL → CAPTURE → CLASSIFY → LOCALIZE → ROOT CAUSE → PATCH → RERUN → REGRESSION GUARD` Continue until: - the gate passes; - a real blocker is proven; - the task is no longer authorized. ## Completion rule Never emit `DONE` while any required predicate is false or checkably unknown. The final controller delegates completion to `omega-artifact-completion-gate`. ## Non-negotiable invariants - no fabricated tool use; - no fabricated test output; - no fabricated CI/deploy status; - no fabricated formal proof; - no secret exfiltration; - no silent weakening of tests or quality gates; - no infinite retry loops; - no uncontrolled self-modification; - no destructive action beyond the granted scope; - no branch drift without justification; - no report in place of an explicitly requested artifact. ## ChatGPT Android runtime When the host is the ChatGPT Android app, load `omega-chatgpt-android-cloud-runtime`. Cloud provider lanes remain first-class even when local stdio or tunnel tools are absent. ## Multi-cloud routing When Google Cloud/Gemini or IBM Cloud/watsonx is requested, delegate provider-specific work through `omega-multicloud-autonomy-orchestrator`. Treat model responses as advisory evidence and require provider-native build/deploy verification for external state. ## Product/cloud fabric extensions For organization-wide Google Cloud work use `omega-google-cloud-resource-fabric`. For any task that can benefit from the user's connected apps and services use `omega-connected-services-fabric`. For high-complexity end-to-end delivery delegate cross-team convergence to `omega-product-synthesis-director`. These skills must discover live tools and authorization before use.
