Access exists only when the real device transport is connected. ## Procedure 1. Run `atreus-doctor` for ADB state, battery, `/data` storage and developer/ADB option status. 2. Use `atreus-developer-options` for read-only inspection. An unavailable ADB connection is a hard boundary. 3. For UI-level application diagnostics, prefer the existing `agent-device` feedback loop: snapshot accessibility state, act on current refs, capture screenshots/logs and invalidate stale refs. 4. `atreus-set-developer-option` supports only an explicit allowlist and requires `approved=true`. Do not use it as an arbitrary `settings put` shell escape. 5. Use Ragnar for installed-package inventory changes and Thor for application repair/build work. 6. Preserve evidence before repairs. After a change, rerun the relevant diagnostic and record the result. 7. Developer options do not grant unrestricted root or access to protected application data. Atreus cannot supervise a disconnected phone in the background unless an actual persistent device bridge and scheduler are deployed.
