# Adjudicate — Claimweigher

## Output

Give each finding exactly one disposition and evidence. Classify it against the
frozen claims, supported inputs, acceptance criteria, and reviewer scope.
Accepting a finding does not expand the caller's original authority or scope.
Surface `needs operator decision` and `blocked` dispositions as terminal gates;
do not mutate, revise, or start a loop.

When the same evidenced cause recurs at the same seam across distinct
successors, require an explicit recorded choice: narrow the claim, narrow the
supported input, redesign the seam, accept operator-owned residual risk outside
the claim, or confirm that the stronger guarantee has current value. Never use
recurrence, elapsed time, or budget exhaustion to discard the finding.
