%
Voter turnout is often used as an indicator for civic participation in political processes, for instance in the OECD Better Life indicators. A high turnout can indicate that the population is interested in politics, wants to voice their opinion and have an influence on the political process. The indicator, however, is not always ideal for international comparisons as some countries, such as Australia, Belgium and Turkey, use compulsory voting. In these countries, one may have to give an account of reasons for missing an election and pay a fine. Thus, high turnout in these countries points more to a high representation of the population through elections and not necessarily to an overall interest or faith in the system. In this indicator, we only included parliamentary elections, allowing for an international comparison, as presidential elections do not take place in all countries. The data always refers to the most recent election which took place between 2012 and 2016.
