Amasty Banners Lite: stop flushing every product page on cart price rule save

Removes the Banners Lite create, update and delete handlers on the sales rule
entity, so saving a cart price rule no longer cleans the cat_p cache tag.
Do NOT apply if you use promo banners: banner settings will no longer be saved.
