# Sowell Observed the Surface Problem, Yet Missed the Root Cause: The Belief That Problems Can Be Solved Across Minds *Individuals always bear the full consequences happening to them, whether they accept that or not.* Sowell's observation that policies are judged by proclaimed goals rather than the incentives they create is accurate as far as it reaches. The confusion does not begin with the policy or with the design of its incentives; it begins with the prior that problems can be solved across Minds, so the gap appears as a collective incentive problem and every systematic corrective reinitiates the same exterior stand. There is no systematic solution. Individuals already bear the full consequences happening to them, whether they accept that or not; the remaining act is this Mind accepting responsibility for the consequences of its own decisions, and the shortfall of every diagnosis is the failure to return that fact to the analyzing act itself. ## Policies are judged by proclaimed goals Thomas Sowell writes: > “Much confusion comes from judging economic policies by the goals they proclaim rather than the incentives they create.” The observation is accurate as far as it reaches. Policies are routinely evaluated by the intentions stated on their behalf, while the incentives they actually set in motion remain secondary or invisible. ## The prior is that problems can be solved across Minds Yet the confusion does not begin with the policy, nor with the design of its incentives. It begins with a prior belief: that problems can be solved across Minds—that one Mind can solve the problems of others, or have its own problems solved by the designs of others. That belief installs a structural separation in the look. The Mind that decides is no longer required to accept the full consequences of the decision as its own. Decision and consequence are then described as occupying different places. The description does not move the load. What happens to the individual still lands with that individual. Once the description is in place, the gap between who decides and who appears to bear the costs registers as a collective incentive problem. Incentive misalignment is therefore not the root cause. It is the symptom of the prior belief that problems are transferable objects that can be solved by design across Minds. To design better incentives, or to insist that policies be judged by the incentives they create rather than the goals they proclaim, is still an act performed by an observing Mind that stands outside the decisions it seeks to improve. The diagnosis and the prescription continue to externalize the place of decision. The separation is not dissolved; it is reinitiated under the form of correction. The recursion continues. The intellectual sees problems as an observer and prescribes as an observer. The deciding and the full bearing of consequences already remain with the same individual. Only the look can be sent across the gap. The diagnosis of the detached intellectual is therefore accurate as a report of that look, yet the diagnosis itself is delivered from the exempted observer position it describes. The analysis names the lag while leaving its own Mind outside the field. The identity of being that thoughtful observer is already the belief the problem can be solved — not a later failure of an otherwise adequate intellect. The shortfall is the forgetting to return—the failure to apply the identical analysis to the analyzing act itself. When the return is omitted, the exemption hardens. The diagnostic stand remains externalized. The theory stops short of completing itself and the deeper cause stays untraced: the preserved separation between the Mind that distinguishes and the full registration of what that distinguishing produces. The deeper cause is therefore located in the incomplete return. Until the analysis is brought back upon the Mind that performs it, decision and the complete registration of consequence never coincide within the theory. Any such arrangement is a further act of solving across Minds. What remains is available only as this Mind accepting full responsibility for the consequences of its own decisions.
