# Controlled Emergence is Zero Free Action — a QLF / QuantumOS framing for DARPA DAICE **Program:** DARPA **DAICE / DICE** — *Decentralized AI through Controlled Emergence* (solicitation **HR001126S0010**, IPTO, PM Susmit Jha; published 10 Jun 2026). Simulation-only; no real-world deployment. **Origin:** Allen's issue [#91](https://github.com/jimscarver/quantum-logical-framework/issues/91). **Status:** *draft technical framing for the team to mine for an abstract.* Not a commitment document. > **Roles & boundaries (binding, read first).** > - **Jim Whitescarver — advisor only.** Retired; contributes theory/architecture guidance, not > managed effort. > - **No NDA, no classified work on the QLF/QoS side.** Everything in this framing is **open and > public** (this repository and [`quantum-os`](https://github.com/rchain-community/quantum-os)). The one-sentence thesis DAICE wants *"the theory and algorithms for decentralized coordination and local inference control"* so that a collective of AI agents exhibits **controlled emergence** — *"harness the scalability and adaptability of self-organizing systems while minimizing risks,"* keeping collective behavior *"predictable and aligned with intended outcomes"* and *"aligned with commander's intent over the long term."* **That is the Zero Free Action (ZFA) selection principle, almost verbatim.** QLF generates the full self-organizing possibility space and **realizes only the histories that achieve closure** (ZFA balance); everything incoherent, unsourced, or misaligned **fails to close and is pruned** before it becomes an event ([`full_zeno_prune`](lean/QLF_Axioms.lean), the machine-verified filter). Emergence is *harnessed* (the generator runs free) and *controlled* (the closure condition is the only thing that persists). DAICE is asking for a controlled-emergence substrate; QLF *is* one, formalized in Lean 4 across 78 `sorry`-free modules, with a capability-secure OS realization in QuantumOS. ## 2. Why the formal foundations already line up DAICE asks to combine *"self-organizing systems and distributed consensus"* with *"controlling the internal reasoning of foundation models."* QLF/QoS security and process semantics are built from exactly the convergent foundations such a program needs (see [`README.md`](README.md) and [`QuantumOS.md`](QuantumOS.md)): - **Girard linear logic (1987)** — resource-sensitive, use-once reasoning → C2 orders and logistics are *consumable tokens*; you cannot spend a unit twice. Mission feasibility = resource closure. - **Miller object-capability model (2006)** + **Wootters–Zurek no-cloning** — unforgeable capability names; *possessing a name IS the authorization proof* (Curry–Howard). An agent literally cannot invoke authority it wasn't granted → local inference control by construction, not by policy. - **Honda session types (1993)** — communication protocols are typed; coordination safety = type checking → swarm message discipline is checkable. - **Meredith–Radestock ρ-calculus (2005)** — programs as processes, names as reflective proof terms → the agent "brain" is a process whose names are its capabilities. - **Friston Free Energy Principle (2010)** — every adaptive agent minimizes variational free energy; ZFA's per-event ΔF = −log 2 closure is the discrete form → local inference control = active inference at each Markov blanket. These are not aspirations; they are the design basis of the existing capability-secure kernel. ## 4. Mission-logic closure *before* the run (the controlled-emergence gate) Jim's core operational claim: **QLF can "close" a mission logic against logistics before pressing run.** - A mission is encoded as a **closure requirement**: the conjunction of objectives, constraints, rules of engagement, and available logistics must form a ZFA-balanced history (linear-logic resource balance + capability authorization). - **If the mission logic does not close, it does not run.** Infeasible plans, unauthorized actions, and resource-unbalanced orders are rejected *at the planning gate* — emergence controlled before execution, not merely monitored during it. This is the decisive difference from "let the swarm self-organize and hope." - At runtime the same condition is enforced continuously per agent (§5): any action that would break joint closure (misalignment, a compromised node, an invalid C2 injection) **fails to close and is pruned** — the resilience requirement, met by the same mechanism that does the planning check. This gives DAICE its two halves from *one* invariant: **pre-run alignment** (mission closure) and **runtime resilience** (prune-on-non-closure). ## 5. The per-agent "brain" + adapter spec (heterogeneous agents) Allen's ask: *a brain that can be instantiated one per instance of a heterogeneous agent, plus an adapter spec to our taste.* Concretely: - **The brain = a ZFA closure kernel per agent instance.** A small, capability-secured local kernel (Markov blanket) that: (a) holds the agent's role as a closure condition; (b) holds its capabilities as unforgeable tokens; (c) gates every proposed action of the wrapped reasoner through a closure check; (d) synthesizes the agent's own local clock (no global clock required — cross-frequency relativity coordinates agents running at different rates, [`Cross_Frequency_Lorentz.md`](Cross_Frequency_Lorentz.md)). - **Heterogeneous wrapping.** The wrapped reasoner can be *any* foundation model or classical controller; the kernel doesn't care how the proposal was generated, only whether it closes. This is how a heterogeneous collective stays controllable: one closure discipline, many brains. - **Adapter spec (sketch, to be set "to taste").** A minimal interface: 1. `propose(intent) → candidate history` — the FM/controller emits a candidate action as a phase-string history. 2. `authorize(candidate, capabilities) → bool` — capability tokens checked (object-capability). 3. `close(candidate, blanket_state) → {realized | pruned}` — ZFA closure check against the agent's local + joint state. 4. `gossip(realized_closure)` — P2P publish of realized closures for boundary consensus. 5. `tick()` — local clock advance; stale/uncloseable candidates expire. The adapter is platform-agnostic (the QoS browser/CLI peer already speaks a working version of (1)–(4) over P2P, [`Crystal_QuantumOS.md`](Crystal_QuantumOS.md)). ## 6. Proposed technical contribution (open, theory + algorithms) Scoped to what an *advisor + open-source* contribution legitimately covers — the **fundamental** technical areas, all publishable, all NDA-free: - **Theory of controlled emergence as ZFA selection** — a formal account (RCA₀, Lean-verifiable) of when a decentralized collective's emergent behavior is guaranteed to stay within a closure constraint, with the prune-on-non-closure resilience theorem. - **The closure-kernel algorithm + adapter spec** (§5) as a reference design for local inference control over heterogeneous agents. - **Mission-closure checker** (§4) — the pre-run feasibility/alignment gate. - **Simulation demonstrations** in the existing QLF/QoS simulators (sim-only, as the program requires). **Out of scope for us (by Jim's constraint):** anything classified, any NDA, any TA3-class integration or scaled secret evaluation — owned by cleared team members. ## 7. Honest scope (the QLF house style) State plainly what is solid and what is engineering: - **Solid:** the ZFA closure principle and its pruning filter are machine-verified (Lean 4, 89 modules, zero `sorry`); the capability-security model is grounded in five convergent formal foundations (§3); a working P2P QoS peer exists. - **Engineering (the proposal's actual work):** wiring real foundation-model agents through the closure kernel at useful fidelity; the mission-closure encoding for realistic defense scenarios; consensus performance at swarm scale (the latter overlapping the cleared team's TA3 evaluation). These are development items, not open theory gaps. - **One-line pitch:** *DAICE wants controlled emergence; QLF is a machine-verified controlled-emergence substrate (ZFA selection + capability security), and QuantumOS is its decentralized, peer-to-peer runtime — open, simulation-ready, and built on exactly the linear-logic / object-capability / active- inference foundations the program names.* --- *Prepared as an open framing for the team.
