European Union Public Licence (EUPL) v1.2

Preamble

The purpose of this Licence is to grant a free licence to use, modify and distribute software which is issued under the European Union Public Licence, and to 
promote the sharing and reuse of software produced for public services in the European Union. In this way, it supports the activities of the European Union in the 
field of eGovernment.

Definitions

1. "Licence" means this European Union Public Licence.
2. "Licensor" means the natural or legal person, or body of persons legal entity, who has the right to grant the Licence.
3. "Contribution" means the software, modifications to the software, or any work based on the software, which is provided under this Licence.
4. "Contributor" means any Licensor who has made Contributions available under this Licence.

Licence

1. Introduction

This Licence allows beneficiaries to make use of software provided under it for any purpose, to make any change they like, to incorporate it into their own work 
and to distribute it.

2. Grants of Licence

2.1 Rights

Subject to the terms and conditions of this Licence, the Licensor grants to You a worldwide, royalty-free, non-exclusive, sublicensable licence to do the 
following, for the duration of the copyright in the software:

1. to use, copy, modify, merge, publish, distribute, sublicense, and/or sell copies of the software, and to permit persons to whom the software is furnished to do 
so;
2. to include a copy of the Licence with every copy of the software or substantial portion of the software which You distribute or sublicense; and
3. to place any limitations on the use of the software or the terms of this Licence when You distribute or sublicense the software.

2.2 Extensions

You may create an extended version of the software, provided that:

1. You do not place any restrictions, including a licence fee, on the use that others may make of the software;
2. You give prominent notice that the software has been modified and offer the recipient a copy of the Licence; and
3. You license the software, including its modifications, on the same terms as contained in this Licence.

3. Limitations on Use of the Software

3.1 "Platform"

If You distribute or publish the software when it has been modified or otherwise adapted by You, You may not impose any terms or conditions on the recipients' 
exercise of the rights granted under this Licence. This is referred to as a "Platform".

3.2 "Licences"

You must not distribute the software on terms that would prevent the recipient from exercising the rights granted under this Licence.

4. Intellectual Property Rights

4.1 Copies

If You make copies of the software when You distribute or publish the software, You must retain any copyright notice and any other legal notices that are included 
with the software.

4.2 Notices

If You distribute the software or a copy of it, You must include a copy of this Licence with the software.

5. Termination

5.1 Automatic Termination

Your rights under this Licence will automatically terminate if You breach the terms of this Licence.

5.2 Disclaimer

The software is provided "as is", without warranty of any kind, express or implied, including but not limited to the warranties of merchantability, fitness for a 
particular purpose and non-infringement. In no event shall the Licensor or the European Commission be liable for any claim, damages or other liability, whether in 
an action of contract, tort or otherwise, arising from, out of or in connection with the software or the use or other dealings in the software.

5.3 No Grant of Trademark Licence

This Licence does not grant any rights to use the trade names, trademarks, service marks, or product names of the Licensor, except as required to comply with the 
notice requirements in Section 4.

6. General

6.1 Applicable Law

This Licence will be governed by and construed in accordance with the law of the country in which the Licensor is established.

6.2 No Liability

To the maximum extent permitted by applicable law, in no event will the Licensor be liable for any loss of business, loss of use, interruption of business, or for 
any indirect, special, incidental, or consequential damages of any kind arising from any error in the software or from use, reproduction, or distribution of the 
software or any derivative work thereof, even if advised of the possibility of such damages.

7. Amendments

You may not amend or modify this Licence. This Licence will only be updated or modified by the European Commission with a new version.

8. Scope

This Licence is valid for the duration of the copyright of the software.

9. Interpretation

In this Licence, the singular shall include the plural and vice versa. The use of the masculine shall include the feminine and vice versa.

10. Attribution

This Licence is based on the European Union Public Licence v1.1, and any terms and conditions which differ from those of the European Union Public Licence v1.1 
are changes made by the European Commission.
