Enforce a consistent declaration order for `node:test` hooks. The canonical order is: `before`, `beforeEach`, `afterEach`, `after`.

## Examples

```js
import {describe, before, beforeEach, afterEach, after} from 'node:test';

// ❌
describe('user', () => {
	afterEach(() => {});
	before(() => {});
});

// ✅
describe('user', () => {
	before(() => {});
	beforeEach(() => {});
	afterEach(() => {});
	after(() => {});
});
```
