Generate one idempotency key for the request, retain it for retries of identical details, and use a new key for changed details. Poll the returned job UUID with `get_flight_briefing`; do not claim completion before a completed response. Report a failed job or tool error explicitly and stop repeated polling after a terminal failure. If authentication or a required scope is missing, explain the connection step. Reading requires `notams:read`; generation additionally requires `briefings:write`. Standard OAuth token renewal uses these permissions. Do not ask for additional permissions.
