# CEPSAD Public Research Edition v1.0 — Scientific status and limits

**Evidence grade:** G0 theoretical and documentary research, with synthetic toy examples, untested hypotheses and adverse counterexamples. **Not independently peer-reviewed.** No CEPSAD model-behavior trial has been conducted, preregistered or authorized; no tested deterrent, real-world safeguard, implemented human-governance board, or empirically demonstrated protective effect is established by the document.

**Open scientific and disclosure gaps:** independent human mathematical review (P2), information-hazard screening (P5) and external human review (P7) were historically specified as prepublication gates. They remain OPEN and UNFULFILLED. If this edition is disseminated without them, it is an author-directed departure from the earlier proposed prepublication process—not independent clearance or scientific certification. Third-party rights, safety and privacy judgments remain the author's responsibility and may require specialist advice.

**Outside-system evidence:** Every statement in this manuscript concerning what is UNKNOWN is limited to the evidence documented in the CEPSAD research record. UNKNOWN does not mean ABSENT or PRESENT. The Section 6.31 fictional bluff is a hypothetical Bayesian adverse case, not an endorsement of false operational claims.

**Publication process:** This file states the enduring research boundaries only. Whether a particular manuscript copy has been author-approved, locked, deposited or assigned a DOI must be verified separately from its exact-file SHA-256 release record and the destination's public listing.
