## Goal

Maintain a project vision anchor and decision test without taking ownership of the roadmap, implementation, or decision log.

### Definition of Done

- Anchor location, operation, sources, mode, and criteria are explicit.
- The anchor has supported direction and a decision test, or missing elements have a recommendation.
- Read-only work returns findings without edits.
- Authorized edits preserve history and uncertainty and verify downstream contradictions.
- Current validation accepts the selected mode; no required finding remains.

## Workflow

1. Find the established anchor from consumer documentation and applicable instructions. Use a default only when no usable convention exists.
2. For authorized create or update, prepare supported goals, audience, constraints, non-goals, outcome, sources, history, and decision test. Preserve existing history and mark unresolved strategy provisional.
3. For audit or sync, compare proposals, roadmap, or shipped evidence against the anchor and report alignment, conflict, or unknown direction.
4. Recommend the smallest direction decision or next outcome with its consequence.
5. For substantive work, use [Quality validation](references/vstack/protocols/quality-validation.md) with the mode, scope, candidate, and evidence; otherwise apply its feedback loop directly before authorized edits. Triage findings, improve the candidate, renew affected verdicts, then verify links, history, and downstream contradictions.
