The app_drawer handler is three states in a trenchcoat and every transition exists because the previous version got stuck.

State 0 — first call. Go HOME first, then swipe up. The home-first step is critical: without it, calling app_drawer while the drawer was already open would CLOSE it (it's a toggle), creating an open/close ping-pong. Now it always opens fresh.

State 1..N — already open, PAGE it. Here's where it gets interesting. The One UI launcher pages the drawer SIDEWAYS. A vertical swipe DISMISSES the drawer. The previous code alternated swipe axes and kept accidentally closing the drawer it just opened. Fix: use ACTION_SCROLL_FORWARD on the scrollable container, which moves the grid however the launcher actually scrolls. Only if no scrollable is exposed does it fall back to a single consistent horizontal swipe — and never a vertical one.

End-of-drawer detection: if the scrollable reports it can't advance (performAction returns false), the agent has paged through the ENTIRE drawer without finding the target app. A blind swipe at this point just hits a wall. The handler stops paging and steers: "use open_app with the app's exact name, or tap the drawer's Search field and type it."

DRAWER_PAGE_CAP: even if the scrollable keeps saying it can scroll, stop after N pages. The "stop drawer-scrolling" backstop. Reset drawerSteps to 0 and redirect to the reliable paths.

Any non-drawer action resets drawerSteps to 0, so the next app_drawer opens fresh rather than continuing a stale paging session.

The reliable paths are always the real answer: open_app (launch by name) and the drawer's Search field. The drawer paging is a fallback for when the model wants to browse visually. But three levels of escape ensure it never gets stuck browsing forever.
