open_app is one of the "function beats purity" primitives — a deterministic shortcut that unblocks the agent without turning it into a script. The model CHOOSES open_app; the executor resolves and launches by package name. Model decides, vehicle executes reliably.

The already-foreground check is the key guard. If the app is already in front, relaunching is a no-op that causes infinite open_app spam. The handler detects this (isAlreadyForeground) and refuses with surgical feedback: "Settings is already open — ACT on the screen you SEE now (tap an element, or press back if a pop-up is on top); do NOT open Settings again."
