Zoom is the one action verb that does nothing to the phone. No tap, no gesture, no accessibility API call. It's pure perception manipulation.

When the model says zoom with a region, it sets a crop rectangle. The NEXT screenshot is cropped and magnified to that region. The NEXT element list shows only elements within that region. The labeled grid is redrawn over just that region. Coordinate taps (fractions) map through the zoom region back to real screen pixels. The model sees a magnified view and can read tiny controls it couldn't make out at 640px full-screen.

It's a one-shot magnifier. lastActionWasZoom tracks whether the current action is a zoom request. After any REAL action (click, tap, set_text — anything that changes the phone's state), the zoom clears and the view returns to full-screen. The model zooms in, reads what it needs, acts on it, and automatically zooms back out.
