makePlan asks the helper model to write a step-by-step plan before the agent starts operating the phone. The plan prompt has a distinctive feature: every step must be tagged [SURE] or [EXPLORE].

[EXPLORE] means "I cannot assume the screen yet." Opening an app (what's on the home screen?). Finding a specific control (where is the compose button in this app?). Navigating to a screen (what does the settings page look like today?). On these steps, the agent will LOOK at the real screen and adapt, not fire a guessed tap.

This distinction matters because the small model's biggest planning failure is pretending to know screens it hasn't seen. "Step 3: tap the blue compose button in the top right" — but the agent hasn't seen the screen yet. The button might be bottom-right. It might be an icon, not a button. The app might have updated. By forcing the planner to tag uncertain steps [EXPLORE], the system admits ignorance upfront instead of committing to a phantom layout.
