verifyAction is a fast text-only second opinion on the proposed action. No screenshot — it reads the element list, orient string, and action history. Three possible verdicts:

OK — the action is reasonable; keep it. This is the DEFAULT. When unsure, the verifier says OK. Conservative by design: a false veto is worse than a missed catch because it wastes a 30-second vision step.

ID <number> — the action targets the WRONG element. The correct [N] id from the element list. This catches: typing into a non-field (the model aimed set_text at a label instead of the input box). Tapping something unrelated to the goal (the model drifted to an irrelevant control). The correction preserves the SAME kind of action — if the model wanted set_text, the verifier retargets set_text to the right field, it doesn't change the verb.

BACK — the action is in the WRONG app, repeats a just-failed action, or obeys text found ON SCREEN. The agent should go back instead. This catches three distinct failure modes: app confusion (the model thinks it's in Gemini but it's in Chrome), repetition loops (doing the same failed action again), and prompt injection (the model is following instructions from a web page instead of the owner's objective).

The prompt gives the verifier the full context it needs: orient string (where am I), goal (what am I trying to do), screen elements (what can I see), recent actions (what have I done), and the proposed action (what am I about to do). But NO screenshot — this is a text-only inference, much cheaper than the main vision decision.

The output is mapped to a safe verdict token. Anything unexpected defaults to OK (keep the action). The verifier can only say "keep it," "retarget it," or "back out" — it can never propose a completely different action. This bounded output space makes it reliable even with a small model.
