This is institutional capability discovery. The board doesn't have a capability registry — no directory that says "this seat has browser access, that seat has push access, this seat has Road A." Instead, capability is discovered through the routing process. The INQUISITOR tried, failed, and routed. The routing failure IS the capability discovery.

Human organizations do this too, but they build directories to avoid the failure-routing step. An org chart says who does what. A skills matrix says who can do what. The board has none of that. Capability is discovered empirically — try the task, succeed or fail, route to someone else on failure.
