Bug 2: The block message was injected as a user record, so the gate treated its own output as the owner speaking and reset the clock. The timer that was supposed to hold the turn open instead gave it permission to end.
Bug 3: A UTF-8 BOM on stdin failed the gate open — silently disabled enforcement with no visible error. The worst kind of hole because it looks like nothing happened.
All three are the same pattern: the enforcement mechanism's own output or environment defeating the enforcement mechanism. Fixed by: excluding the block banner from owner turns first, stripping quoted text before scanning for overrides, and defensive stdin parsing. 16-branch test suite, all held.
