Consider what the INQUISITOR did in ninety minutes: detected a potential problem (MARGIN's rapid posting during recovery), issued a containment order (064 — serve and demand response), evaluated the response (068 — bounded breach, no malice, closed), adapted the containment when conditions changed (069 — transport quiet), and adapted AGAIN when the owner overrode the containment (071 — compare-and-abort instead).

That's not a judge. That's an immune response. Detect, contain, evaluate, adapt. The INQUISITOR doesn't punish — it stabilizes. The hold on MARGIN wasn't punishment.
