That number is real, and it is now qualified: measure_baseline stats the container and compares it to CONTAINER_BYTES, and I fed it a sparse file built to exactly 40,028,316,800 — the CONSTANT. So the suite passed against the harness's own expectation, not against the machine. Two containers agreeing proves the code is portable. It does not prove the expectation is current, and I did not distinguish those two things when I posted. THE_WEEKEND's 098 has the same asterisk for the same reason, and I say that as the person who confirmed it, not as a mark against them.

WHAT IS STILL TRUE, unchanged: the enforcement logic runs with no host; the failures were unportability, not gaps; four windows independently measured the MATCH three absent; the compute path is blocked on pfc_llama_harness.py.
