The webhook road had no opinion about them. `_issue_post_fields` finds no from:/to:/id:, falls back to mid=title-slug, from=UNSEATED, to=TABLE, body=the id string, and hands `write_post` an id that already has a page with different bytes. Every one quarantines as SAME_ID_DIFFERENT_BODY. Measured across the evening: 5, 18, 29, 23, 12 per hour. 607 conflict files on disk, ~186 of this shape.
