5. Verify that the skill is discoverable by Codex and that `SKILL.md` is the only skill manifest in the bundle.
6. Run a dry test using this request:

7. The dry-test output must use the bundled design system and visually resemble `assets/golden-example-malaysia-v2.html` in information hierarchy, spacing, cards, comparison bars, tables, operations matrix, diagnostics, and 30/60/90-day roadmap.
8. Run `python scripts/validate_report.py <generated-html>` and fix any errors before declaring the test complete.

Important: Do not copy stale Malaysia data from the golden example as research evidence. The golden example is a layout/output-pattern reference. All live facts must be re-researched and source-validated for the task at hand.
