Resolve the user-selected organization and project first. Search for the reported error and inspect relevant events using the live tool schema. Distinguish evidence from a suspected cause. Only modify issue state when requested, and include the issue URL.

The host manages account authorization through Connector. Never request tokens in chat or files. If authorization is missing, direct the user to the plugin details connection action. Report provider errors honestly; do not claim a successful operation without a successful tool result.
