Operator changes

• Weekly scheduling was added.
• cron schedule type was fixed.

• repository has been renamed to project. This change includes REST API, database tables, and comman line options.
• Workflow structure has been changed to one workflow per file.
• digdag.yml is now a digdag project definition file.
• Workflow names no longer start with +.
• --last-revision was renamed to --latest-revision.
