The Industrial Electrolyzer is a machine added as a follow-up to the earlier Industrial Centrifuge. Both of them feature one input slot for materials, one input slot for cells, and four output slots for products. The Electrolyzer fires large amounts of energy through materials to break them down into their more versatile or valuable component elements.
The Electrolyzer was initially added as an upgrade to the Centrifuge, and many early Electrolyzer recipes were actually Centrifuge recipes that had been moved over, and accelerated.

Industrial Electrolyzers are one of the primary components in the infrastructure required to support a Fusion Reactor, converting Water into Hydrogen Cells.
