document: Dear Sir or Madam: U.S. institutions of higher education are invited to submit applications for linkage grants with Historically Disadvantaged Universities and Technikons (HDIs) in South Africa. The application process is in two phases. Phase l is the Pre-application and Phase 2 is the Full Application. A Pre-Application consists of a five-page concept paper and a budget estimate for the proposed linkage activity. Pre-applications must be submitted in sealed envelopes addressed to Shelby Lewis, Development Consultants Network, 1444 Eye Street NW, Suite 500, Washington, D.C. 20005, and must be received by 5:00 p.m. Eastern Standard time on November 22, 1999. Full-applications consist of two parts: (1) a technical application, and (2) a cost application. Both must be submitted in sealed envelopes addressed to Gloria Braxton, Deputy Chief of Party, Tertiary Education Linkages Project (TELP), 501 Pretorius Street, Prodinsa Building, 4th Floor, Arcadia 0007, Pretoria, SOUTH AFRICA, and must be received by 5:00 p.m. Pretoria time on January 31, 2000. copies Evaluation of applications will be based on technical merit and reasonableness of costs. The deadline for receiving questions is November 1, l999. Any information provided to a prospective applicant concerning this solicitation will be furnished to all prospective applicants as an amendment to the solicitation, if such information is necessary to applicants submitting applications, or if the lack of such information would be prejudicial to uninformed applicants. Issuance of this solicitation does not constitute an award commitment, nor does it commit the contractor to pay any of the costs incurred in the preparation or submission of the application.
