No other race or class has any tinkering skill at all that I have seen or
heard of. I have 5 other characters and none of them have a skill in
tinkering...halfling, dark elf, high elf, dwarf, and a human. Only my gnome
has a box marked tinkering. And it started at skill 50 when I hit 16. Not
only that, but I could not put any guild-training points into it either.

However, anyone can go get a tinkering toolbox and try to tinker something.
The fishing poles are pretty low level, as are the firewater, compasses, and
flameless lanterns.
Anything higher than that and you are going to fail miserably.
