I have made stuff that takes a 50 skill or less in tinkering to make, but
was unable to make any thing above the 50 skill mark, such as Flameless
Lanterns. Which on the 10 I tried told me every time I lack the skill. It
does not show up in our Skill list that we have tinkering, but it is there.
Just like languages that we do not know. They do not show up, but that does
not mean we can not learn them. Tinkering does not show up on my skill list,
but I still have the Base 50.

No other race or class has any tinkering skill at all that I have seen or
heard of. I have 5 other characters and none of them have a skill in
tinkering...halfling, dark elf, high elf, dwarf, and a human. Only my gnome
has a box marked tinkering. And it started at skill 50 when I hit 16. Not
only that, but I could not put any guild-training points into it either.
However, anyone can go get a tinkering toolbox and try to tinker something.
The fishing poles are pretty low level, as are the firewater, compasses, and
flameless lanterns.
Anything higher than that and you are going to fail miserably.
