Yes the vendor is in a house on the opposite side of the zone as the
entrance to Riverdale.
Its not too hard to miss if your running from High Pass to West Commons,
just stay near the base of the zone wall. Oh, and watch out for the
Shralok Orcs. Some are named and range from level 16 to 21. They roam
around this area.
