I think I just got extremely lucky. for about a week's time whenever I or a
friend zoned to Steamfont the Hero would pop shortly after. They always let
me loot the shackle because I could easily do the quest with Carrillon. I
ended up doing the quest about 7 times in a week. I think Steel Warriors
love me by now.
