The hero was a random spawn, but also appeared when you killed
Meldrath. Then Verant removed rubicite, and made Meldrath
drop an item needed for the ranger armor quest. With that
change, killing him no longer caused Meldrath to spawn. You
will have to sit and wait, unless someone knows of another way
to get him to spawn.
