Correct, Brad stated in an interview during beta that they were against
having hard level limits on items (for example, you have to be 20th lvl to
wear plate). Instead they put soft level limits on items, so that you would
not get the full effect of the item till you reached that soft limit. On an
interesting side note it seems proc'ing weapons (weapons that cast spell
effects, like the Screaming Mace, Tentacle Whip, etc..) will not proc if you
are too low a level as well.
