Here's the scoop. Through the history of EQ - any bard item with a proc
ignored stacking rules and would take effect. This included (non-Bard)
SPELLS from the item that would stack with a higher level spell from the
parent class. For example the AC Buff Guard from the Guardian Mace would
stack with Shield of Words. If a cleric tried to cast both of those
spells - they wouldn't stack (another example is the Fire Shield from the SS
Bracer).
Verant didn't like that - and basically poorly worded the announcement on
the boards saying we were "cheating" but then apologized for saying that.
Anyway - Verant is continuing to bat 1.000 on their changes to bard code -
and can't implement it without introducing a major bug. I'm not sure all
the ins and outs of the bug - but the worst of it was the Epic proc not
working at all basically.

what it comes down to is:
lute of howler doesnt stack with other illusions anymore--> motion sickness
& annoying growl
ss bracer--> pretty near useless effect now
lute also doesnt stack with focus and I think with epic as well or something
like that

they basically fubar'd bards in the high end game, causing epic and lute
of the howler and other effects to not stack, while not addressing the
problem they stated, which was double stacking buffs and/or damage
shields on bards.
