Although your other ideas are nice, I must disagree with your assessment of
the Libretto. I have used the Libretto on NUMEROUS occasions to determine
otherwise hidden information. Examples:
1) Ran across a ring lying on the bottom of a lake. Silver, and bonus to
charisma... Quest item? Hrm... Used Libretto to learn former owner's name.
2) Discovered that there are three different kinds of jum jum stalks, but
they all look the same until you identify them.
3) Only way to tell what Nybright necklaces you already have if you've
forgotten.
4) Found a gold earring dropped on the ground in Unrest. Libretto told me
it was a Pirate's Earring, which I later discovered to be part of another
quest....
So, don't dis the Libretto just yet...
As to your other suggestions:

A little too powerful, even at only 75%.

<rant> I've said it once, I'll say it again - I don't want to bind. I want
NPCs that I can pay to bind me :( I'm sick of spending an hour in a zone
shouting and shouting myself hoarse. Erudin, Feerott/Oggukk, and
Innothule/Grobb are some of the worst places to try and get bound. </rant>
