The Lambent stones are pretty common drops off HG's (SG's & Griffens
<commonlands variety - I think - note Karanas variety are Griffon>) and more
and more people are hunting them for plat and xp. I'd say you have a pretty
good chance of getting one for free just by spending time in the zones where
they are hunted.
Now that most of the big bards have snagged their lambent - the drops are
pretty much useless to anyone who don't need lambent. I am now hunting HG's
(with help - me and a ranger or druid <snare/fear> or bard <chain/fear> or
switch to kiting if resisted too much) can take the ones that con blue to me
at 35 pretty easily. So, when we get one - I do /w bard and give the corpse
loc to anyone in the zone.
The other items you need - like a dark bracelet - require a visit to some
fairly risky places (for your level and even for my level). But its not
like it cant be done.
