I agreed that I see low level mobs getting a "chance" to resist.

It does see that higher level cons have high resist rates. Maybe the table
is like this:

Mob Con (level) == Resist Factor

red (37 - 50) == 90%
yellow (36) == 65%
white (35) == 50%
blue (34 - 24) == 30%
green (23 - 1) == 10%

Maybe not exactly those numbers but "clumpy" because all greens are treated
equally. Do we really need a politically correct world for green trash?

So why do mobs that are 30 levels lower than me seem to
"succeed" at this "second resist" about 60%-80% of the time?
