From what I understand the greatest difference between a fear/root and
fear/chain(snare) is the fact that a mob when rooted to the ground will
begin to attack if you are in melee range. When chained/snared the
creature will still attempt to run even if it's movement velocity is zero.
This makes fear/root a whole lot less useful for safe kiting of creatures
