New Approach to Technical Assistance
The 1994 Improving America's Schools Act changed the way schools could use federal funds to provide services to students and the way technical assistance could be provided to schools. Previously, use of funds was restricted to specific categories, and programs could not be integrated to serve multiple needs of students or schools. The technical assistance system mirrored this fragmented approach to service delivery. When schools needed help implementing federal programs, they had to call multiple categorical centers.

Today, they contact the Comprehensive Center serving their state. The network of 15 centers, which together operate with less than half the funding of the former 48 centers, has developed a new, more comprehensive approach to technical assistance. The new approach encourages consolidated planning, which helps schools and school districts integrate their federal resources to improve teaching and learning for all students.
